As of August 9, 2022, do you need a license and license plate to ride an e-bike or scooter? The answer is no! (at least if you haven't unlocked your bike). The law does nothing but insert new rules, including extra bikes (for example electric cars for use by disabled people, columns for charging electric vehicles, legal qualification) and to better frame electric vehicles.
If you have unlocked your bike, the fact remains that the vehicle is comparable to a motor vehicle and therefore, in this case, you need a license, license plate and insurance (read the in-depth analysis on this topic).
Let's go now to see the rules relating to electric bikes, our sector, what interests us. If you want to deepen the other issues touched by the law, you can do so by consulting the complete press release on the Government website a this link, or I suggest a complete study a this link (also government site).

Electric bikes: obligations foreseen
The ministry specifies the following: it is envisaged that "tampered with pedal assisted bikes are equated to mopeds"For which they are subject to the same obligations envisaged for the latter as insurance, license plate, license (we had already touched on this topic in the past). Those who modify bicycles and use them risk specific penalties (as has always been the case).
e-bikes and scooters (now defined as electric cycles at the legislative level) fall within the classification of vehicles in order to guarantee a clearer legal framework because previously only the word cycles were present. This does not mean, for now, the use of a license, license plate and / or insurance if you have not tampered with / unlocked your 'electric velocipede' (scooter and bike).
